No one that I'm aware of. Most require that you are 18-21 at a minimum and even then, you get charged a huge fee for being "underage" until you are 25.

No one does im 19 and they woulnt rent me a car they said i had to be 21 and sum places 25 it really suxs the rules are too strict on renting cars and let me tell you i called every place in the yellow pages that rented cars sorry about this i know it suxs

No one because you are under aged and cannot be held accountable as an adult. Therefore, rental companies will not rent to 17 year olds because they (the rental company) would be liable for any trouble the minor got into, including accidents.

No one at all. Even Hawaii. Some places you can rent Vespa's from, but other than that, you have to be 25.

only a fool - best to get your parents to sign for you. Your a minor, no one will trust you with a car when you can't sign a contract.
