Your wall must be smooth because any imperfections will show through the new wall paper. Try spraying the old wallpaper with an ammonia solution or steaming it to loosen and then scraping it off. I don't recommend papering over the old wallpaper.

I just bought a house that was entirely, 2500 sq ft now, WALLPAPERED!! Some rooms had 3 or 4 layers so yes you can do it but the best thing is to remove the old with a steamer, clean and put new up. I used a steamer so far on 6 rooms and the paper came down no problem.

If you can't get old paper off, you'll need to even out the surface with drywall compound where you tried to get it off or it's damaged, then paint over the repairs. Coat the whole thing with wallpaper sizing and go for it. But it would really be better to remove the old paper. Have you tried the steaming devices they rent at the home repair stores? It takes a lot of patience, but the results are worth it.

You can, but it is not recommended - you really need to remove the old wallpaper - a steamer is the best method - use a wallpaper scorer, spray remover and steam the heck out of them.

very last year I had 3 paint professionals provide estimates for eliminating wallpaper and texturing wall for portray in 2 baths and kitchen. All 3 professionals suggested the paper were professionally put in and ought to damage the sheetrock if bumped off. They each and every counseled sealing the paper & texturing over it. I did have it executed that way via a specialist. A year later, evidently great and that i see no alerts of issues.

hmmmm, i don't think you DO wallpaper over wallpaper. i've never heard of it being done.
what you need to do is go to a Rent-It Center and rent one of those mondo wallpaper steamers. it'll take the old wallpaper off right now. and rental is fairly cheap---so its not going to cost you an arm and a leg.
i feel for you---wallpapering is one of my least favorite things to do. good luck!

Its better to remove the wall paper and paint or re-wall paper..
here's how to remove old wall paper..
1. take a utility knife and score the old wall paper
2. pull some of the old wall paper off just to get to the glue or the backing of the old wall paper
3. take a spray bottle or a bug spray and fill with hot soapy water.
and drench the old wall paper in sections..until the old wall paper starts to bubble up..you will want to put down drop clothes or old sheets on the floor to catch the extra water that drips.
4. once the old wall paper is scaturated then start pulling it off..it comes off farely easy..
5. after you got all of the wall paper off there will be left over glue
just spray if with hot water again and tape a putty knife and scrap
6. once all the old wall paper is off and the glue is off you need to clean the wall scrap it real good to make sure you didnt leave nothing behind..then you are ready to wall paper the wall again.
if you do it my way then it wont take you long at all..and it does work great..hot water is the trick to removing old paper
years of expereience...DONT RENT A MACHINE IT IS A WAST OF MONEY AND TIME..
