Well, first of all, I would say don't Mess with Sisters. Being an older sister, I know.
Second of all, it's not that likely to last. While it does happen every so often, for the most part, you're not done growing- you still have alot to learn about life, and as you do, your opinions and ideals will change.
But, if you really believe you like her older sister, then the best thing you can do is wait. I don't know what to say to the younger one, other than let her know that while you care for her as a friend, you don't feel that way about her, and offer to remain friends. Also, you may want to check and make sure you're not sending her the wrong signals, making her think that you do, even after letting her know you don't- us women are crazy like that, especially at that age.
