I keep hearing Tony Luc's, Jim's, Gino's, and Pats

Pat's Original Steak

Pat's was the original so from a sentimental standpoint it is the best.

The big three are Pat's, Gino's and Jim's (that is, most people name one of those 3 as their favorite). All four of the places you mentioned are a lot of fun and the steaks are great. I would suggest you go to each of them (although not in the same day, if you ate 4 of those sandwiches in the same day, you would be getting about 6 days worth of calories). I haven't had a Tony Luke's cheesesteak, mainly because they have a lot of other really great sandwiches, so I always get something else. But now you have me curious.

The great thing about Philly is there are some smaller places that have really great Cheesesteaks, some better than the 4 you mentioned. (I've been to the place that Harry mentioned, very good, I use to live in that neighborhood too). But the ones you mention always rank up there because of the atmosphere - 3 of the 4 are in the old neighborhood (smack in the middle of "South Philly", the Italian section), Jims is on South Street, the border of South Philly. So when you go to those places, you are in one of the hearts of working class Philly.

So my point is, I think people prefer one over the others because of the atmosphere of the place (every one of them a dump).

here in Cali we don't have Pat's, but there's a whole in the wall pizza kitchen in Hollywood that serve up really good steaks!
