Absolutely. And just under 30 g's buys ALOT of camry too! You can get the 268hp V6 XLE with leather and sunroof for that dough! The new body style is hot, especially if you add a spoiler and some 18" wheels, great milage, smooth comfortable ride, room for everyone, run like a top forever with little trouble, and tremendous resale value.
The civic isn't in the same class as the Camry. Civic is a premium compact car, while the Camry is a mid-size sedan.
The Passat is a VW, and everyone knows about their reliability issues of late. The Hyundai isn't a bad car, however it's not on par with the Camry. Not even close.
The Acura is nice, however I'm not a fan of the harsh sport ride, and there isn't near as much room as in the Camry.
The only other vehicle I'd consider for similar purposes and similar money is the Accord or the all new Rav-4.

Lexus, Mercury, Buick, & Cadillac ALL ranked higher than Toyota). So I would say you can get a Much better vehicle for under 30 grand than a Camry !!!
Try a Mercury!!!! Almost all of their cars are under 30 grand !and their warranty is better than Toyota (also financing from Ford is MUCH lower)
Jeeze ...You could even get a Mercury Hybrid Mariner for that kind of $$$$$
