The "pearl Harbor" answer is crazy wrong.

Basically, there were more fleets during WWII but we got rid of them when we didn't need them anymore. The remaining numbered fleets are the ones that were already where we needed fleets. one mistake in that link, I believe there was a First Fleet during WWII into the 70s in the Pacific, when it was absorbed (like 4th Fleet was in the 50's) into another numbered fleet, either Third or Seventh.

They were sunk in Pearl Harbor, and won't be replaced out of respect for the dead.
