How long has the cat known you? I mean, my kitty was scared of me for weeks, if I entered the room too quickly, and will still get scared of me if I happen to be walking in the flat on a pair of high heels - or almost any outside shoes, for that matter.
You may also, for some reason, remind the cat of somebody who was mean to her/him.
Have patience, and move gently and walk quietly and talk softly, and with time, I think the cat will accept you more calmly.

We acquired a Under year old Cat at the Spca a few years ago. And it is still a scardy Cat with Us. It will come to us now more often and lets us pet it and it purrs. But if you get up it will run again. It is very Skittish. And for those it doesn t know it is more so. It is its personality.
In the begining-we learned to wait for it to come to us. If it was sitting nearby we would just talk to it and of course with feeding it - it learned that we were Okay.
Cats and other animals are very perceptive on peoples feelilngs. We are a family of Six and there was always some family members who didn t dislike a particular cat but didn t have a preference for one of them (we ve always had two at a time). And the cat seemed to know this and would be less receptive to them.

Some cats really are really scared of strangers or even its owner. It usually is scared of its owner only because the owner doesn't stroke or play with her that much or sometimes scare them by doing sudden movements or sounds in front of them.
My cat is scared of strangers, but only when it's alone. If someone visits me and talks to me nicely, she won't mind and not scared as long as I am there as well.
My bf's mum's cat is really scared of anyone. I am not living with her cat so it is still scared of us apart from his mum.
The normal approach to his mum's cat is making noise like mouse to attract its attention first. Then, bend down so you don't look so scary to it. Softly rub your finger to make some sounds and straighten up your arm as if you have some food in your hand. Say "meowmeow" in a soft higher pitch voice. Try to attract it in that way.
Cats are also usually attracted by food smell. Give the cat some food, so it will get used to being with you.
Try to ask the cat owner on how he/she apprach the cat. Use the same approach to it. Also, you can be closer to your flatmate and with the cat sitting together with the cat in the owner's hands, so the cat won't be scared of you that much.

The very best thing to do is ignore it. The reason that cats often go to people who don't like cats is that typically these sort of people don't look directly at them. If you stare at a cat (even in a good natured way), they will perceive a threat and will not approach you.
Alternatively, start bathing in tuna oil. I do regularly and although I don't have many friends, cats love me. And I get a seat to myself on the bus.

First, act normal around the cat. Try pretending that the cat isn't there, and go about your routine without acknowledging it. The more it thinks you're not bothered about him, the more he will think you're not out to get him, or rather to harm him.
Then try being the one who feeds it everyday. Don't acknowledge him, just place his food there and leave. Once he gets used to the idea that you're only there to be his pal, he'll warm up. A cat can't ignore the source of his food forever!

Ignoring is a good way to go with those strange kitties. They can't stand that.
Remember: What you put energy into, increases. So if you push it she will just get worse. Totally change your tactics and your "perception" of the cat with positive thoughts, "you're going to love me soon", I will wait patiently for you to come and let me love on you". When you change your thinking things will go along at a faster rate.

Most animals are like men, the best way to their heart is through their stomach. Now , the process will take time, but in the end when he crosses over to the other side, it will a beautiful thing. Cheese or tuna works wonders for my stand-offish ones. Good luck.

Usually a cat can attach to the owner exclusively. My cat is that way, she is totally freaked by any other human, even if she has seen them many times (neighbors). With time, the cat will sniff where you have been and get used to you. Hopefully, it will warm up to you. Don't feel guilty! : )

Give it treats, be as calm as possible around it, and ignore it. Sounds odd, I know, but sometimes when people are too eager for a cat to like them, it freaks the cat out. Just give it time.
