Yes and no yes.
You can't just convert a .wav file to a .doc file in the classical sense. However, there is software available that can (using speech recognition) transcribe a pre-recorded dialog. Alas they are usually speaker dependant packages (i.e., they won't just transcribe anybody's voice - they need to be trained first), prone to inacurate transcription and they are damn expensive.
So I guess the short of it is no. Not sufficiently. Not yet. (At least, not for the general public. Though if you have a mate who works for the CIA or NSA... ;-) )

I guess that's conclusive!
Unless the WAVE is a voice file, then you might be able to use voice recognition software to translate the speech into a Word doc file - hmm.
Good luck

IBM viavoice or Dragon Voice both take Wav file and transcribe them to text. Be warned that the accuracy may not be good for poor recordings.

WAV to DOC conversion. No.
But there are programs that allow you to speak into a microphone and it types what you say. In theory you should be able to play the wav file into the speech to text program and have it type what the file says....????
Do a search for "speech to text" software.

No can do. You cannot open a song on your CD into Word and ta da the words to the song magically appear, can you? Of course not. This is the same difference. Never going to happen.

You cannot convert an audio file to a doc file and have it mean anything. You can open it, but it will be jibberish.

No - can't do it.
If that were the case, transcription wouldn't be work, would it?
