It depends on the question and the spirit in which it was asked. If someone asks a nosy, rude or unintelligible ( as is often the case in this forum ) question then it is more than OK to answer a question with another question such as " Why do you ask? or Why do you want to know? " If someone asks you a question with the deliberate intent to embarrass or offend you, don't even bother to answer....your silence and perhaps an icy stare should be enough.

*snort* You HAD to know everyone would answer this with a question, right? Seriously, though, it depends on the questions. If you ask a question that the other person doesn't understand, it's acceptable for them to ask for clarification before actually answering you. For instance, if you walked up to me and asked, "So, what do you think about cheese?" I would tilt my head to the side, raise an eyebrow and ask, "Well... what do you mean? What aspect of cheesiness are you interested in knowing about?" However, if the other person just asks another question to say "Right back at ya!!!" without making any attempt to actually respond to your question, that is rude.

Never answer a question with another or counter question. IT IS NOT GOOD ETIQUETTE. Whatever your feeling on the other man's question be answer him first in full or part as you want to disclose. Give a pause and then put forth your question. He will be in a fix to answer your question. There is no need to be rude unless the other person had abused or openly ill-treated you with him question.

You should never answer a question with another. The thing to say is 'well I don't know about that', but ...........then ask your question. It throws them off everytime and they are just about compelled to either shut up, or simply go ahead and answer your question. By then, they will forget what it was they asked you.

Depends on the question. If someone ask me a personal question, I respond with why do you want to know?

its not rude. Sometimes one question raises another, i.e. the first question needs to be clarified as to what is actually being asked.

Depends on the question. You could ask for them to explain the question.
