You ever seen DieHard3? Take the 5 gallon jug, fill it, dump it in the 3 gallon jug. dump it out of the 3 gallon jug, replace the water in the 3 gallon jug with the remaining water from the 5 gallon jug (2 Gallons). Then refill the 5 gallon jug, and top off the 3 Gallon jug and you have 4 gallons left in the 5 gallon jug!

I know this is in a movie,Die Hard 3.You can do it by pouring 3 gallons from the 5 gallon jug leaving 2 gallons of water in the 5 gallon jug. Then they empty the 3 gallon jug and pour the 2 gallons into it, which leaves 1 gallon of empty space. They fill the 5 gallon jug and fill the space in the 3 gallon jug, leaving exactly 4 gallons.

Fill the 5 gal one to the top. Pour its contents into the 3 gal till its full. Mark off on the 5 gal how much is left. This is the 2 gal line. Empty out the 3 gal and pour the 2 gal into it. Fill up the 5 gal to the line and then pour the water from the 3 gal bottle into it (there is 2 gal in there from before). Now you have 4 gal inside the 5 gal bottle. Tada!

this probably isnt the answer but this is what I would do..

fill up the 5 gallon one and then from it fill the 3 gallon one.. then eyeball what remains in the 5 gallon one and dump out half.. then pour the 3 gallons back into it - that should be 4 gallons and if anyone says otherwise - kill them
