This is in "dogs" because of the stupid racist question in the "dogs" category. My mistake.

Reporting it must do something, since the four racist remarks posted in the Dogs section last night have disappeared. I know a lot of us reported those.

Unfortunately that is not possible to do. The mind is free to think what it wants no matter how cruel, ignorant or awful those thoughts may be. However one could learn to keep their negative opinions to themselves for the greater good. But some people have diarrhea of the mouth and cannot help themselves. One can only hope that at some point we actually become an evolved adult society instead of such a infantile one.

You can never completely stop racism. There will always be racists. But you can report racist and inappropriate questions and hope that the user will be banned.
