The government should do some research on the relationship between farting and poverty. I think there's a connection.

First, R & D expenditures by government are research and development usually at basic research issues. It does alleviate poverty, hunger, and shelter needs of scientific researchers, but is more likely aimed at basic problems to product development or ascertaining safety issues for things that might address these social needs remotely.

Poverty is an issue of economists and sociologists and educators for the most part. Hunger is related, but on a more business corner of the spectrum of human activity, as with shelter.

Finally, I'm not terribly interested in increasing government R & D spending, not by your arbitrary 100 percent or any other such equally arbitrary number--especially, as is the case in our recent history when our government sponsors technological advancement but the resulting jobs to make or use the affected products are going to plant and facilities abroad.

Just an extra, Jesus was right, "The poor you have with you always." No matter how we throw money at poverty and hunger there will always be poor and hungry people. This is not to say do nothing, but whatever we do there will still be some who fall through the cracks. I know, I've tried to walk street bums through the process of getting welfare and various social aids. I've even paid for tickets (through an employer at the time) for "displaced" people to go home--and they either cashed them in or threw them away. Some people need help, some won't be helped. Sorry.

I suggest that India find ways to engage Pakistan in reduction of nuclear and other weapons, and both cooperate to eradicate poverty, hunger, and homelessness.

Let us work together, Moslem and Hindu, religous and secular, for education, healthcare, and peace. Let India and Pakistan become leaders in a more humane kind of globalism.
