While I can't nail the answer - hardly anyone can give a good and universal answer to it - I can tell you what I had found to help *me* over the years. Remember,YMMV:
1) Get physically tired, but not overtired throughout the day; finding the proper point of exhaustion for a good sleep takes a while, but trust me you'll know when you find it. Your body NEEDS to be tired in order to relax your brain from an extra load.
2) Do NOT do anything that can excite your brain at least 1 hour before trying to sleep; namely, do not watch TV (unless it's discovery channel), do not solve problems of any kind, do not get your brain exited! Reading a book does good things for me, or just talking to someone
3) Do NOT overeat. You know, in Texas where I live this should be pulled up first in the list.
4) When in bed and trying to get asleep, have something positive to think about tomorrow - what you'll do, who you'll meet etc. Something that you're looking forward to, not something you're afraid of.
