Shaven Head is a Symbol of a person engaged in performing Austerity to achieve God.. Its the Symbol of Renunciation..
Hence if one sees a person with Shaven Head, he will be able to perform proper dealing with him.. In Vedic Culture "Atticate" is very important..
Even if a Prostitute sees a shaven head person, she would also maintain proper conduct...

Also Hair is considered Unclean.. In place of worship and in Cooking..specially we Cover our Head, so that Hair don't fall and make the place dirty..
