If you're designing a structure, one way is to build the room underground, or with thick concrete walls. If the room already exists, you should be able to buy a device to block the signal.

Get a Faradays cage. Or find a room with steel reinforcement (this is a Faraday cage) The 'squares' in the reinforcement must be smaller than the wavelength of the signal from the phone though.

in underground hall or you keep your cellphone below your cupboard,bed or fridge anything ,i m dead sure cell will not get any signals.
