A rar file is a compressed folder that can contain files of literally any type. You have to open the folder and extract the file(s) from it before you can watch the file(s)
Download winrar from http://rarlab.com and run it. It will open the folder and let you extract the file(s). Once extracted you will be able to watch it.
The winrar program is shareware, so after 30 days it will start to nag you to pay a fee and register it. If you don't, it will still continue to work - it just nags you every time you start it.

you need and program to extract the files. RAR isn't built into XP like zip files.
winrar would be a program that does this.
