Yes, he determines who is getting into Heaven based upon this. The brighter ones wear hats and therefore get into Heaven. The dimmer bulbs do not wear hats and are left out because they can't figure out the system. It isn't so much that God damns them, they just can't figure out the hat thing and so don't get in.

Really can't guess what God wants, he doesn't share that info with me.
But I do know what your Doctor wants.
Wear the hat! A hat retains 12-20 degrees (f) and is very effective about abaiting colds in the winter. It does the best job at keeping UVA and UVB rays from your noggin - Great at any time of the year!

It is simply a religious practice that has carried down through the years. Some really focus on it and other sects focus on different quirks.
