It means he's only interested in physical contact but wants to be free to 'kiss' any girl he takes a fancy to.
If you're only interested in the physical contact, keep seeing him but see others too...
If you want more, dump him and find someone who's grown up a bit more...

It could just mean he's not ready for a girlfriend...don't be so cynical - maybe he's just trying to level with you 'despite' the fact you've kissed a few times...

If he says he isn't ready for a gf, then he isn't interested. He could later in the future, but not now. It really doesn't matter if you kissed or not. A kiss is just a kiss.

Maybe it means what he says. He likes u but isn't ready for a girlfriend. I have that trouble. I become very self conscious around girls and have trouble being there boyfriend, no matter how much I like them. Why not ask him of his meaning.

No, that generally means he already has a wife, girlfriend or significant other and just wants to use you for a bit of fun. For the love of God, stay the heck away from him
