Windows XP is based on the NTFS and does not have DOS facilities, additionally I don't know of any DOS programmes that can perform CD writing functions. (The CMD command in Windows 2000 and XP is a DOS emulator not DOS itself).
If the files on your hard drive are that important I would suggest buying another small hard drive, set your old one as a slave and install XP on your new hard drive.
Other options are hitting the F8 key as the computer boots up to see of you can use the SAFE mode of windows XP, in safe mode you can uninstall software which may be causing your crash.
Last alternative would be to re-install XP over your existing copy (the option would be to Repair rather than a new copy) this should at least get XP working but any embedded programmes like MS Office would be removed and would require re-installing.
Otherwise its taking your hard drive to a local PC shop or a freinds and asking them to back your files up.

Even with DOS, you had to have commands in the system files that caused the cd-drive to be treated as a hard drive so that files ciould be transferred. But as already pointed out, xp dos is a phoney dos.
If you can download software form another computer, eg college, school, library or a friend's pc, then I'd get some recovery software. There is often a free trial version you can get. I use Hard Drive Mechanic (link below) to fix errors on my computer. You only need access through your floppy disk drive, which you should still have. Download their trial version, make a floppy recovery disk and put it in your pc. Worked for me to save my friend's system. Good luck.

Rob It is very hard to transfer file on to CD with DOS command. I could help you but it is hard so I will try to tell you in simple terms.
Do you have External or Internal extra hard-drive? If answer to this question is YES then it will be much easy.
1 Boot up in DOS Mode
2 on c:\ prompt type commands like below
3 To find your folder type
C:\ Dir my folder*.* where my folder means name of your folder or file
Once you found your folder then do this
C:\copy myfolder*.* D:\folder name in your drive or just use
C:\copy myfolder*.* D:\
This should copy all your files on External or Internal HDD
I cant help you how to burn your files and folder on CD because you will need DOS version of burner

You can't copy from hard drive to CD from DOS, well not as far as i know.
Seeing as how you have typed this question I presume you have access to more than one PC. Take the hard drive out of the PC that can't boot to Windows and attach it to the second PC. Then you can burn the files to CD.

Download Bart PE, create a PE on a CDROM and boot into this environment, you have a point and click GUI that you can use to navigate all of your inaccessible Windows files. Now you can begin to transfer them to removable media.
