Koh Samui is great to visit anytime, especially in October, but it will be HOT! Probably about 100 every day.

If you go to koh Samui during a full moon - you will experience the famous FULL MOON PARTY each month - all night party - wild. October is good - a little off season so cheaper too!
For Samui - you need to determine if you want shopping, bars, restaurants (Cheangwa Beach) or quiet (the other beaches). Any web site shows the hotels with star ratings (try Asiatravel.com, Passionasia.com, and thailandhotels.com). There are many excellent 5 star hotels that are awesome - you will not be disappointed.

I was there in Oct 3 years ago and in between a couple of torrential rain showers, the rest of the time the weather was pretty good! (hot of course!!) I stayed a nice little place called Montien House in Chaweng Beach that i would return to if i had a chance! Very nice place, quite simple, clean (with or without A/C) and reasonably priced. they also rent motorbikes at the hotel so it's a great way to explore around the island and check out the other areas (waterfalls, beaches, etc). Like the other answer... definitely check out the Full Moon Party!! I've heard it's amazing... unfortunately, I missed it by a couple of days on my visit!

May be wet in that month due to the monsoon and/or typhoon in the South China Sea. So be prepared for it.therwise it will be good to relax in a beachside resort there.
