It's exactly what it sounds like - someone (or someones) take the software and go through every option and possibility of the software they can think of, and and as many random and unlikely scenarios they can as well, to make sure it works and doesn't break under unusual circumstances.

It's advantage is that the unexpected can always happen - just because the programmer doesn't think some one won't do XYZ isn't a guarantee that they won't and that XYZ won't break the software.

It means different things at different companies.

I worked as a systems test engineer, mostly for companies doing the actual development of the software.

There, I typically performed "requirements-based" testing, where my role was to devise a test plan which demonstrates that the product we built fully satisfies each and every specified requirement of the project, thus ensuring the customer receives what they requested. (Note that what they request often is not what they actually wanted.)

This doesn't mean that every potential action which may be perceived as a flaw, or "bug" has been eliminated, but rather simply means we built a piece of software which does what the user has requested.

No piece of software is without flaws.

Testing serves to eliminate those flaws which impede the successful function of the application in accomplishing its desired business purpose.

Testing is a part of the total Project Cycle Implementation.
It is essential from the Quality delivery point of view and an important yardstick in being awarded the various SEICMM levels also.
