Ok, let's lay to rest this thing once and for all. U.S GOV DID NOT CARRY OUT THE ATTACKS AND RIGHT AFTER 911 NO ONE KNEW WHAT TO DO. Cofer Black, head of the CIA's counter terrorism center, basically said out loud, "I am ******, you are ******, we are all ******" to the head of CIA's WMD chief Larssen. Robert Muller, director of FBI, was completely confused right after 9/11, he was only a week on the job. He sat in all the situation room meetings with the president and didn't say a word. Meanwhile, the FBI agents didn't know what to do, so they start interviewing everyone with a Middle Eastern name, or sound like one. There is a reason why Congress and the 9-11 commission called the whole thing an INTELLIGENCE FAILURE.

Please try to think this through:

Al Qaeda first attacked the World Trade Centers in 1993. They didn't use a big enough bomb. It was inevitable that they would try again.

If it was the US Government, they would have succeeded the first time.

The bomb designer for the first WTC attack was Ramzi Yousef. Terry Nichols, who set up the truck bomb for Timothy McVeigh, contacted Ramzi Yousef in the Philippines and traveled there at the same time as Yousef.

It is very unlikely they directly planned it, because that would be too risky. They most likely paid someone to do it. Alway giving them plausible deny-ability. Would love to see Chavez catch Omar what could get learned would change a great deal.
