If u have Photoshop installed, then there is an integrated apllication comming with Photoshop called 'Imageready'. U can use the tutorials in the help section to get started if u dont have any previous experience.

You can use many softwares for creating GIF animations--
Macromedia (Adobe) Flash, Coffe Cup gif animator, Ulead Gif animator.
The best option will be searching for GIF animator on www.download.com

To make animation you need fram-by-frame pitcute, than you use a gif animator to run them in sequence ...
