Partition Magic does a good job safely moving data.
This is assuming your drive has other partitions and you want to move some of the open space to "C"

Don't trust anything free. If it doesn't work, you can lose all your data. If you use Fdisk you will have to back up what you don't want to lose to CD or DVD, create new partitions, then reload everything back to the drive.

There is a software called partition magic it is available in the site its not for free though but that is hen only best software to do what you wanna do

U can increase the capacity of partition by using fdisk.
but u must backup.

just format it and run fdisk and delete partitions and partition it again.
