Yes. Until a few years ago (1992, further modified in 1998), birth in France to a parent born in France (double jus soli) afforded automatic citizenship. That gave citizenship to anyone born to at least one parent born in France -- or most significantly, in Algeria before 1962, when Algeria was a department of France.

Others born in France who lived in France to the age of majority were also automatically French.

Under the new law nationality is now a matter of option. Unlike the old law where you had to reject nationality, now you have to opt for it around age 18.

The "double droit du sol" was abolished but those born in Algeria before 1962 are mostly beyond childbearing age anyway.

French law provides citizenship by blood and not by birth.
