Yes, it is take the credit cards away, give the woman an allowance and set limits.
If she makes her own money however I don't think you have a choice, she can spend her money also.
Is she buying and then returning? Is she buying when she knows there is no money at all? That is a problem that may need medical attention - its a form of depression.
Is she buying things she needs or are they things she wants?
Good luck...I've got a friend that does this and she won't see a doctor and she has put them in the hole many an time and they don't have any credit left...now they are almost 50 with no money and no credit and the only thing they have is their house and very well used cars and debit that they will never pay off...are they happy? I am sorry to report that they are not.

Apply ice to the pertinent credit cards. Enclose said credit cards in a Ziploc bag. Insert bag into another bag, fill with water and seal. Put in freezer.
This causes the woman to use the melting time to consider whether or not she truly needs/wants the item. It also gives her time to consider whether or not the item is worth listening to her spouse's nagging.
