Your question presumes that the 'average' American uses recreational narcotics regularly. I'm not sure I would agree with that.

According to the DEA Americans spend (street prices) around $8,000,000,000 on Meth, Cocaine, Marijuana, Heroin, and other newer 'designer' drugs like GHB, MDMA, and Ketamine every year. This doesn't include legitimate pharmacuetical drugs like Hydrocodone and Oxycontin, which are abused every bit as much as illicit drugs.

The average American spends ZERO dollars on Illicit drugs each year. The vast majority of Americans do not use illicit drugs.

Assuming that marajuana is illicit (which I don't think it is); if a person smokes a quarter bag a week at $35.00 per bag, then they would spend at least $1820.00 a year.
