a director has been hired by a local church to establish a non profit preschool program in using the lic manual she is confronted with a regulation that seems unworkable what options can she exercise?

Basically, she needs to adhere to licensing... licensing standards are there for a reason, and determine whether a centre is fit to operate or not.

talk with your local licensing specialist....sometimes waivers can be given, especially for faith based childcare settings
there should be a process by which you can appeal to a group of people, so if the specialist says no, call the state childcare licensing office
