Not as straight forward as some would let you believe, to really clean it out, and speed it up you need to do several things:
1: Run latest Spyware & viruscheckers just in case
2: Use Add/remove programs to get rid of junk
3: Use a good registry cleaner to clean the registry

This also removes temp files, and all kinds of other bits and bobs.
4: Next you need to remove any startups. This can be done with Easycleaner or
Start Menu: Run: type msconfig, and go to the Startup tab, and delete any refrenses to deleted crap, but make a note of the directories.
5: Now using explorer, trawl the disk for the uninstalled directores as above and delete them.
6: Run a system defrag
7: Installing more memory really does speed up a system, I doubled mine and it is great
8: Use a memory manager like Freeram XP Pro

This depends on what you actually mean by clean. Above posts cover both of your two main options. Presumably you either want to completely remove every last bit of data from your hard disk and start again, or you want to keep things tidy and ensure there's no clutter or unneeded junk on the disk impeding your hardware's performance.
If you're looking to just wipe it completely and start again, then your first step is to define what you want to do then. Will you be installing Windows on it again, or maybe an alternative operating system (OS)? Either way, before you start, make sure you have the installation disk for the OS, and the product key if applicable. Then just pop it in and format away as described above. All data currently on the disk will be lost, so if there's anything you need on there, you'll need to make a separate copy (e.g. into your yahoo briefcase, onto removable media, etc) before formatting.

No matter what software you use, as I always say "never download free software unless it is open source". If you can back up files then try re-imaging (formatting and reinstalling OS etc.) the hard drive.

I use a program called Ultra WinCleaner that keeps my HDD clean and my system running better than it should. I got a free copy off a magazine but the newer one are avaliable but cost.
Don't trust free ones. Too many things can go wrong.

simly boot from win98 boot able cd or flopy
then format the drive
with command
format "Drive latter name"
e.g= format C:
