Collapsing trachea is VERY common in small breed dogs and gets progressively worse as the dog ages. My pug has it and gets into those hacking fits. It sounds worse than it is but she still gets regular check ups to make sure she is ok. Sometimes it does get so severe they need surgery however. Here is a yorkie resource for owners who may be facing this surgery for their yorkies and financial assistance that may be available.

This article also explains it in detail. Good luck with your baby.

Are you sure it is not kennel cough? Has the dog had it bordetella vaccine? Take the poor thing to the vet.
