How can I get Windows Installer to STOP popping up everytime I try to open Internet Exploer and other programs?

It takes about 5 to load any program I try to open because of the Windows Installer. It says, "Preparing to Install". Why does this keep happening? And how can I make it stop? It's stopping me from completing my work!

Usually a message "Preparing to Install" appears when either MS Office or Windows operating system missing some files or require a new .dll or other files when you install a new program which requires to be integrated with MS Office or Windows OS. Try to Repair MS Office first, if you still keep getting this message, try to reinstall windows (overwrite it).

Try giving yourself administrative rights on Windows, log in normally, start any MS Office application. This should install all required components.

Then, remove yourself administrative rights.
