I wouldn't call them mean--maybe a little rude. It's different cultures. One example of this "rudeness" is riding the city bus. Chinese people don't believe in lines. When the bus comes they just kind of push forward and willingly cut in front of people. I'm Chinese but grew up in America and I hate riding buses because of that. I don't think its about meanness but about manners. Children grew up thinking this is the proper way to behave. If you're visibly American, you won't have any problems.

i think it depends where you're from. i'm taiwanese but i live in the states and i've been to china a couple times. as soon as they find out you're chinese from somewhere else they can get pretty rude. but it really depends on the individual, too.
