It depends on where in the process the petition is. You can certainly write to NVC if you have the file number from the local processing center. Identify yourself thoroughly (full name, date and place of birth, file number) and tell them you are not interested and to please stop the processing. If that doesn't work somehow and the file shows up at the nearest US consular section, tell them directly when they contact you. They might ask you to go in and sign a statement, just to be certain that you're serious and not just temporarily on the outs with the petitioner; they can then return it for revocation.

Unlike immigrant visa petitions, a "K" petition is only valid for four months after approval, so even if you do nothing it will die a natural death fairly quickly. After a year it will be purged.

It's still better to write a letter than to let it hang because if you end the processing on it, it will allow them to stop working your file and move on to someone's file who is active.

I would just go to the website for the processing center and get a contact number to call them and find out where to mail a letter or talk to someone about how to stop the process.

Why bother? It will end of its own weight when the next document is not filed and/or fee paid. Or if you don't claim the visa at the consular section and/or don't use it.

You can write to USCIS and/or the Embassy consular section, but your letter may well go astray unless you have your file number. And even if you do have the number . . .
