I stay in Finland and you will purchase singular cellular telephone without plans at any shops, inclusive of Stockmann, Sokos or maybe on the cellular telephone plan-corporation. The won't stress you to take any plans, you could pick it your self ! A single cellular telephone is going for 200euro minimum.
