Who is making the collection call...is it a primary creditor, such as a credit card or mortgage company, or is it a third party collector, to whom debt has been sold? If its a primary, ask for a correspondence address, and send a letter indicating what is going on. If it is a third party, ask for details of who they are collecting on behalf of, and send a letter to the original creditor, with a copy to the collection agency.

Be very friendly when they call. Ask for their address and/or main phone number. Then you tell them that person no longer lives there. Contact their main office and let them know you're sick of getting repeated phone calls for someone who doesn't live there. A collection agency also has to follow guidelines which prevents them from harassing you or calling at 3am. Depending on how helpful your state is, you could contact your state's licensing or Consumer Protection departments and see if they can help.

Send them a letter certified mail, return receipt telling them to STOP calling you. If they don't, file a complaint with your state agency that regulates collection agencies and the FTC. If you choose to do so, you can also sue the pants off of them for violating the Fair Debt Collection Practices Act.

You need to send the company a letter stating that the person they are looking for is not you. If they still continue to call you can call the FTC and get some help from them

Tell the collection agency that the person does not live there. If they keep calling you, it's an unsolicited telemarketing call and they have to pay you $500.

Sue them for harassment. Ask a lawyer how to do this. The first visit is usually free.
