While the too-low prices will make the oil and gas production activities become stagnant and investment become discouraged. If you looked it up, you would know the meaning and the correct spelling of ballooning. You don't need the double negative drive-ballooning. Or a hyphen between too low. Or the double Make-become negatives. Just say too low prices will make the oil and gas production activities stagant......................... You can't discourage investment, but you can discourage the PEOPLE who invest. And so on.

The BALLOONING cost of crude oil will increase oil production costs - which will drive up the price of oil and gas prices.

What I see is the tie between balloon = increase = up
Is that close?

If I was writing it, I would substitute "CAUSE THE" for "DRIVE", so it would read "The oil prices that are too high will cause the balooning of crude prices" etc.

Ballooning means more like expanding (like a balloon blowing up)
