As thrillers go, probably Tom Clancy is a real Cold War product, while Martin Cruz Smith has a much more balanced point of view. Many of his Russian characters are warm, human and full of life.

Your facts are wrong. Tom Clancy LOVES the Russians. If it wasn't for the Russians, he'd still be trying to sell real estate.

He writes what sells to his fans. His fans like action adventure military stuff. These stories work best if there is a real enemy to be defeated or outsmarted. Being the patriotic man that he is, his 'winning' country has to be the U.S., and the only rival that was comparable was the USSR.
If you like that kind of book, but want a wicked terrorist, get "Nimitz Class" by Patrick Robinson. (it's the beginning of a series)
