The Bible clearly indicates that the Devil is currently roaming about on earth in the spirit realm along with all the demons. Satan came to Jesus when Jesus was fasting and praying in the desert (see Matthew 4). The Bible says Satan is the "prince of the power of the air" (see Ephesians 2:2). There are many more New Testament references to Satan. Many people falsely believe that Satan is currently in hell. This is not so as I have just pointed out. However, hell is Satan's final destination "And the devil, who deceived them, was thrown into the lake of burning sulfur, where the beast and the false prophet had been thrown. They will be tormented day and night for ever and ever" (Revelation 20:10).
Yes, the devil is real. He is not just a symbol for evil, nor is he an imaginary figure that people dreamed up to explain the existence of evil. Evil is real—and so is Satan or the devil.

Don't picture Satan, however, the way the cartoons do—as a comic figure with a red suit and a pitchfork who bothers people sometimes but otherwise has little influence. Satan is a very powerful cosmic spiritual personality who has one goal: to stop God's work wherever it is taking place. To accomplish this he schemes and works every way he can, and he is behind all the evil that takes place in the world. His name—Satan—literally means "Adversary"—and that is what he is: our adversary.

More than that, the devil works to deceive us and convince us that his promises are true and God's Word is a lie. Jesus said that the devil "was a murderer from the beginning, not holding to the truth, for there is no truth in him. When he lies, he speaks his native language, for he is a liar and the father of lies" (John 8:44). Don't ever take Satan lightly!

But one other thing needs to be said about the devil: He is a defeated foe! By His death and resurrection Jesus Christ conquered all the forces of death and Hell and Satan, and when we belong to Christ, we are safe from all these terrors forever. Make sure of your salvation by giving your life to Christ today.

It does say the earth exactly but in John he said he saw the Devil cast out of heaven like lighting.

I would say on earth. If you look at Jude 1:6 in the KJ version. I know there are evil spirits on earth so I asume this.

He doesn't live anywhere, he's on the move all the time.

1 Peter 5:8
Be self-controlled and alert. Your enemy the devil prowls around like a roaring lion looking for someone to devour.

Okay, the devil is a spirit, a fallen angel. He doesn't need to sleep, he doesn't need to eat. Once when God was talking to him, He asked where he'd been and the devil answered roaming over the earth to and fro.

Book of Job.

There are those who believe that Satan is presently bound in the pit. The Bible does say that he will be there some day.

And I saw an angel coming down out of heaven, having the key of the abyss and a great chain in his hand. And he laid hold on the dragon, the old serpent, which is the Devil and Satan, and bound him for a thousand years, and cast him into the abyss, and shut it, and sealed it over him, that he should deceive the nations no more, until the thousand years should be finished: after this he must be loosed for a little time (Revelation 20:1-3).

Some Bible students think this binding of Satan happened some time in the past.

Imprisoned In Hell?

A common belief is to think that Satan and his angels are presently imprisoned in hell. However the Bible does not teach this at all.

Has Access To God

Satan presently has access to God.

Now it came to pass on the day when the sons of God came to present themselves before the Lord, that Satan also came among them (Job 1:6).

This access does not seem to be anything abnormal.

Lives In The Heavenly Realm

The abode of Satan is in the heavenly realm.

For our wrestling is not against flesh and blood, but against the principalities, against the powers, against the world-rulers of this darkness, against the spiritual hosts of wickedness in the heavenly places (Ephesians 6:12).

Active Upon The Earth

Scripture says that Satan is also active upon the earth.

The LORD said to Satan, "Where have you come from?" Satan answered the LORD, "From going to and fro on the earth, and from walking up and down on it" (Job 1:7).

We are warned that he now roams the earth.

Be sober, be watchful: your adversary the Devil, as a roaring lion, walks about, seeking whom he may devour (1 Peter 5:8).

From all of the above, we find that Satan is not presently restricted to one place.

Cast Out Of God's Presence At His Fall?

The fact that Satan will eventually be thrown down to the earth brings up a question. The casting of Satan out of heaven, that is recorded in the Book of Revelation, can mean one of two things: either Satan will be thrown out of God's presence only at this particular point in history - which is still future - or that he had previously been thrown out of God's presence, but still had access to the stellar heavens. Some feel that he was cast out of God' presence the moment he sinned and now only has temporary access to the Lord. Others feel that he was not banished from God's presence when he sinned but rather will be only at this point that the Book of Revelation records (Revelation 12).

Summary

Satan presently dwells in the heavenly realm. The Bible teaches that he does have access to the LORD. Whether he has already been thrown out of heaven or whether this judgment is still future is an area in which Bible students disagree.

I assume the Devil lives in Hell, but I think he can go to Heaven too. He was in Heaven when he made a bet with God about Job.
