She used to play on a Rec. League, but we moves and itd too far for her to drive

Tell her to contact the park and rec dept for the town/city. They will know if there are any leagues, and get her in touch with someone that can help her get in.
By the way - they DO play volleyball in Texas. They have a damn good college team there (nat. champs).
