Orange zest is the freshest juiciest outer layer of the peel which you remove using a zester. This is a small tool that essentially shreds the zest off the fruit in small pieces. The peel is the entire outer layer of the fruit, both edible (think apple) and inedible (banana). I would not substitute dried peel for zest.

how can u use dried orange peel in place of orange zest? Dried orange peel also contain the dried white pith which is bitter in taste where as the bright orange outer of the orange peels has aromatic oils is actually called ZEST. Yes but you can soak dried orange peels in water and after 1 hour remove that white pith in the inner side with the help of knife and also use little orange juice with it but it wont give that result with fresh orange zest.

Yes, you can use dried orange peel for orange zest. It isn't quite as strong but you can use it.

well orange peel is the whole skin of the orange, including the white bitter part (which isnt tasty).
zest is just the first layer of the orange, which is JUST the orange part. =)

Peel - to remove the outside covering, such as the rind or skin, of a fruit or vegetable with a knife or vegetable peeler.

You won't get as strong of a flavor of orange. You may want to replace some of the liquid in you recipe with orange juice.
