There is one firm at least in the UK that sells old Warsaw Pact and NATO vehicles, with armament deactivated. As a private citizen, most nations will NOT permit you to own anything along the lines of armor or field artillery. Just not happening.

The aircraft your talking about is the AC-130. It has 40mm cannon, 20mm auto-cannon, and a 105mm Howitzer, all hanging out the left side.

There are 14.7mm and 20mm cannons, these are .578 and .787 caliber respectively. I've never heard of a .70 cal cannon.
And I'm pretty sure you can't buy one.

Lots of places however you must first get a license to own it from the U.S.Govt.
I am not familiar with 70 cal. aircraft cannons....

No. But there are plenty of AK47s, M16s, .50 rifles, M203 grenade launchers that shoot 40mm rounds, and plenty of other goodies at your local gunshow, u gota love america just for this alone.
