If you want to know how much power the base is putting out, connect a watt meter in line with the antenna. If you want to know how much signal is in the air from a base station at a distance you need to use a field strength meter. A spectrum analyzer would also work.

If you are talking about a CB, try an SWR meter. Radio Shack sells them for around $20, and the instructions are enclosed.

It depends on what kind of base station you mean...Ahh..i guess there's a lot..like WiFi, Cell Towers, Radio Towers. I will try edit my answer if you update your question.
