it can be thought of as flirting because u are touching her and being close to her and stuff like that i know that when i like a guy and wanna get close to him and dont know how too that i will go and tickle him so tickling is a major form of flirting

Yes, I'd consider it flirting if a guy I hardly knew made it a point to "playfully" touch me by tickling me.

yes, any form of touching is usually someway of flirting. A smack on the butt, touching a face, getting something off of there shirt, etc. It can be subtle though.
