Delilah had a man shave off Samson's hair the Bible did not tell us the name of the Man.

Delilah, according to legend. Subsequently, there is a saying that alleges that if you cut off a man's hair you take away all his strength. So, what must we think about balding men? Or are the long-haired hippy types the only men with strength? Just goes to show, it doesn't pay to treat fairy tales as fact! Most of these type of legends and stories were (or are) morals - those that have a hidden meaning. Sometimes these meanings are obvious but often they are very obscure.
Look at this example - "if you unfurl an umbrella indoors, you will make it rain". Supposedly unlucky, it would be more to the truth that if the umbrella was already wet, you may get showered!

Definitely Delia. Delia enamored Samson for the purpose of discovering the secret of his strength, which was his hair. She used that against him and cut a strand of his hair.
