By "likes the boy dog", do you mean he's humping him? If that's what you're getting at, your dog is trying to establish dominance by humping the neighbor dog. It has nothing to do with sex! Dogs like to be social, so if he can find a way to get to the other dog, he will get there.

how do u no he loves the other dog? if he does, then just keep him away from the other dog. maybe tie him up or tell the owner of the other dog about what you think is up.
