Is it a pet bird or a wild bird?
If it is a pet bird, go to a vet's office and ask after printing out the picture. If it is a wild bird, I like the idea of the Audubon Society or your local wildlife and fisheries office.

Try 'Google Images' & type in 'birds'.
Scan some pages to see if there is a close match.
Take note of the URLs of the birds pictured.
Upload the picture to a 'bird watchers' site.
[When refering to yourself, use a capial 'I', you're a person all 3 times!]

It looks like a hawk or eagle of some sort. Maybe a golden eagle or just a plain old hawk. Try to research some websites on a google search.

The face on the bird looks like a hawk to me. I have never seen one with the strips this one is showing.

juvenile peregrine falcon ... has the little 'mustache' consistent to the falcon family
try taking your foto to a zoo or aviary. or if you know of any falconers, try them.
looking at the size, i'm going to guess it's a female.
how/when are you going to find out? i'm dying to know what it is!!
