I've got a 96 Volvo, 850-Turbo, which supposedly has low emissions, and I'm wondering if I still need to get a catalytic converter installed before I get my smog check to register it in California...

If it was sold with one (which it was if it was sold in the USA) IT MUST HAVE ONE. California is the strictest state as far as making old cars retain (yep--in operating condition) ALL OEM SMOG Equipment. If you have a '79 chevy with an EGR valve, YOU MUST HAVE IT, and it MUST WORK. It no longer matters how old the car is--all equipment sold on it when new must be operating properly.

What is stupid is that if your car could make lower emissions WITHOUT the oem equipment, such as adding fuel injection or other modifications, they will FAIL the vehicle, even if it produces less emissions than the stated value for that model year. STUPID. I used to restore old 4x4s, so I had to deal with those boobs at the DMV.

In california, a smog inspection will FAIL if a vehicle is without a catalytic converter

I seriously doubt that you could pass the emissions test without a catalytic converter. Even if you did, if an inspector decides to look under your car it is a federal crime to remove a catalytic converter and you could be fined. If you want more flow just look for a racing cat but dont just get rid of it.

If it's a 1996, it's already got a catalytic converter. All cars in America made from the mid 70's+ have catalytic converters in them.

all cars no matter no matter the state the car has unless it is older if it is 96 it supposed to have a catalytic converter
