I always believed that Arlington County, VA was the smallest county in the US - even smaller than New York County.
The smallest county equivalent is the independent city of Falls Church, Virginia at 2.0 square miles

Is the land area,
Number of people,
Number of County Board members,
Annual budget?
I think San Francisco is small in its own way.
