Well, well my friend! Do you have a particular person in mind?
Just ask them if they would like to get together in a public situation or something like that. Maybe go have a drink or something. Sometimes something like this makes both parties feel less awkward.

I would suggest just asking him to go to lunch with you. From there you can feel out how he really feels. If he offers to pick you up, that's a good point. If he asks if it is dutch or if you are paying... that leans more toward not interested (but he could still make a good friend.)
Lunch is a very non-threatening meal. There is no implications behind it like dinner has and is late enough into the day that you aren't worrying about actually being awake for the 'date.' Pick a spot that isn't terribly romantic (a dark corner in a restaurant would be bad) but that isn't to out there (no fast food joints.) Try like a cafe' (if you drink coffee) or a small place that has good food but isn't where everyone goes for lunch.

I think the majority of guys would be turned off by a woman asking a man out. It's best to wait for guy to ask you. If you show you are interested in him, he will ask eventually. Just be patient. If it's meant to happen, it will. Good luck!

Simply ask if they'd be interested in meeting you some morning for a cup of coffee. Morning is less threatening, and that way you can get to know each other better to see if a real "dating" relationship is possible.

I would have to say that you just need to be yourself and go up to him and ask outright. You don't necessarily have to be forceful, but I think the direct approach is the best way. Good luck and God Bless!
