I am afraid that real beans might attract weavles. What could I use as a filler that is inexpensive? I thought about "pony beads" but they are $6.00/lb. Any suggestions?

Hellooooo, did you all miss the part about "non-food" item? How about gravel like you use in aquariums. Might be a bit heavy though..and hard!

Pony beads are the least expensive thing that comes to mind but maybe look into styrofoam beads or small gravel like for aquariums. Also, Jo-Ann's sells bean bag pellets for $59.99.

How about wood? Take a wooden dowel and cut it into small pieces. Otherwise I would think that plastic beads would be your best bet. I assume you're making bean bags to toss.
